Develop and operationalise a fully sovereign multimodal foundation-model stack for the Indian Navy, spanning text, image, audio and sensor telemetry. The model is the primary deliverable, with quantised CPU models for office and retrieval work, full GPU-hosted models for specialised high-throughput use, and fine-tuned small edge models. Required capabilities include data curation, training and fine-tuning, retrieval over naval repositories, secure APIs and interfaces, guardrails, evaluation, red-teaming, observability and lifecycle management; English, major Indian languages, naval terminology, air-gapped and classification-aware operation, reproducible builds and auditable supply chains are mandatory.
